Climate Change


In early 2008, the UK Government announced a new initiative and set of performance indicators to combat climate change. This will require local authorities to annually report their progress in reducing carbon emissions from providing council services, including those emissions generated by providers of outsourced services.

Measurement against these indicators will require Hertfordshire County Council to collect data on the energy and fuel use in all our buildings and transport used to deliver services, including where those services have been outsourced to another supplier.

Therefore we are contacting our suppliers and requesting that you provide us with energy and fuel use information for those services that you provide on behalf of Hertfordshire County Council.

Opportunities and Benefits

For suppliers that we outsource services to, this is an opportunity to assess current energy and fuel use, and may highlight areas where energy savings can be made. Saving energy is one of the easiest ways to reduce costs, enhance company reputation and it also helps everyone in the fight against climate change.

In addition, as the Government steps up regulation to tackle climate change with the UK Climate Change Act 2008 and initiatives such as the Carbon Reduction Commitment programme, organisations from across all sectors may have little choice but to act to reduce the carbon emissions that result from their consumption of energy. Monitoring, reporting and reducing energy now will help your organisation stay ahead of government regulation.

We have produced a guidance document that covers the all of the above to help support suppliers gather this information.

We have amended a spreadsheet tool developed by the consultants, AEA Energy & Environment on behalf of the Department for Energy and Climate Change (DECC) to help suppliers record the energy and fuel data that we are requesting. This tool must be used when recording and reporting energy and fuel use to us.

An important point to note is that in future, Hertfordshire County Council will be inserting additional clauses in all of our contracts at the time of tendering or re-negotiation requiring that all organisations provide us with energy information and details on organisational activities to reduce carbon emissions.
